OKLAHOMA CITY -- An extensive summary has been compiled of measures adopted during the First Regular Session of the 49th Legislature, House
Speaker Larry E. Adair announced Monday.
The 102-page annual report, "2003 Session Highlights," was prepared by the House Research Division and shines a spotlight on significant
legislation other than appropriations, Adair related. A separate report on the state budget is being prepared by the House Fiscal Division and will be available soon, the Stilwell Democrat said.
A public document such as "Highlights" fulfills one of the Legislature's most important responsibilities, Adair said.
"As public servants, my colleagues and I have a duty to inform the public of decisions that affect them," he said. "The 'Highlights' gives Oklahomans a rather comprehensive list and summary of many of the bills and resolutions approved by the Legislature this year."
During the 2003 session of the Legislature, lawmakers introduced 1,686 measures, of which 487 were enacted into law, journals show. The Governor vetoed 12 bills and line-item vetoed one more; none of the vetoes was overridden.
The introduced legislation included measures pertaining to issues such as agriculture, energy, natural resources, business and labor, law enforcement, public schools, career technology and higher education, state courts and prisons, health and mental health, human services, children and families, public safety and transportation, revenue and taxation, technology and telecommunications, tourism, recreation and wildlife.
Adair said among the Legislature's accomplishments this session was the Oklahoma Education Lottery Act, the Military Base Closure Prevention Act, the Emergency Management Act of 2003, and efforts to comply with the federal No Child Left Behind Act. Other major legislation included a new tort reform law, restrictions on smoking in public places, and a law that will help coordinate private and public early child education programs.
